CRISIS HEADING TO NOVA SCOTIA WITH THE NORWALK
VIRUS |
Opposition
Leader Darrell Dexter says that Nova Scotia's
understaffed and cutback emergency rooms
could be put under even greater strain
when the Norwalk virus hits Nova Scotia
full force this winter.
"Emergency services
are non-negotiable," says Dexter.
"What does it take for this government
to realize that illness can't be scheduled
and defined by budgetary objectives?"
"The Hamm government
has done nothing to protect our E.R. services,"
says Dexter. "The system is cracking
and a Norwalk outbreak just might add
more pressure than the system can take."
Dexter notes that this
year alone five rural hospitals have lost
their E.R. services on and off all year
and another nineteen are now operating
under reduced hours and staff shortages.
Still more E.R.s, such as that at New
Waterford Consolidated, are facing reductions
in service in the new year.

Almost
9 of every 10 Nova Scotians believe the
Tory government has failed to improve
the health-care system since taking office,
according to a recent poll, conducted
by CRA. The November telephone survey
asked 401 people about health care in
Nova Scotia. 87 per cent of those asked
said the government has not "fixed"
the system since taking office in 1999.
7 per cent of those asked told pollsters
that health care is getting better; 6
per cent said they didn't know.

NDP Justice critic Kevin Deveaux is
questioning the Freedom of Information
and Protection of Privacy Act review
committee named today to assess Nova
Scotia's current freedom of information
process. The committee reviewing the
province's FOIPOP system will be chaired
by Peter O'Brien, an active and well-known
lobbyist of government policy on behalf
of the Canadian Federation of Independent
Business. Three other members are current
government employees, Susan Potts of
the Office of Economic Development and
the Public Prosecution Service, Bill
Watson of the Department of Justice.
PR consultant Jim Meek, who managed
media relations for the Petroleum Directorate
after the contentious Laurentian Sub-basin
decision, is another member of the committee.
Bridgewater Bulletin reporter Keith
Cocoran is the only committee member
without government affiliation.
"Democracy is only as good as
the people's right to know what its
government is doing for and to them,"
says Deveaux. "And I don't see
how this committee can be expected to
give the public's rights the same attention
that it may give the Hamm government's
aversion to disclosure."

ANNOUNCES NEW NURSING HOME PICK POCKET RULES |
Nova
Scotia seniors who need nursing-home care
will now keep more assets and have less
paperwork and anxiety in the application
process. Health Minister Jamie Muir announced
the improvements today, (November 22nd)
which are effective November 1st. The
improvements mean that more items will
not be considered as assets to help cover
the cost of a person's nursing-home care.
Seniors will now be able to leave up to
25-thousand dollars to their spouse or
dependent children living at home, or
both. The look-back period is reduced
to two years from three. And, a family
home is now automatically exempt. The
minister noted that this announcement
brings Nova Scotia closer to the day when
government can cover the health-care cost
portion of nursing-home costs. The Department
of Health now covers the health-care costs
of more than 80 per cent of seniors in
nursing homes. |

announced today, Nov. 21, that the board
has approved the awarding of four permits
for the establishment of private wine
and specialty stores. The successful
bidders, all located in the Halifax
Regional Municipality, are: Cristall
and Luckett, Bedford; J.W. Foster Enterprise
Ltd., Dartmouth; Southwest Properties
Ltd., Halifax; and Vin Art
Wine, Halifax County.
Under the terms of the contract to
be entered into with each of the successful
applicants, each store will be allowed
to stock products listed on the Port
of Wines specialty list, as well as
any other beverage alcohol products
(wine, spirits, beer, coolers) not listed
or available through regular NSLC stores.

Councillor
Blumenthal expressed his concern over
the media improperly reporting the location
of the City's North End. Blumenthal, who
correctly pointed out the property values
in his district could suffer because of
this error requested HRM council send
memos to the local media as a means to
correct the problem.
Anything North of North
Street, is the North End, according to
Blumenthal. But don't draw the conclusion
that anything South of North Street is
the South End, Councillor Uteck certainly
wouldn't agree with that.
The whole issue is centred
on the recent shootings in the North End
of the city. To be more specific, Gottingen
Street, which runs from the South End
of Halifax, North of North Street, to
Young Street, where the Street name changes
to Novalea Drive, which used to be Gottingen
Street.
Councillor Sloane, who
represents the District of confusion took
exception to Councillor Blumenthal's comments.
An exchange of words followed, to her
credit, Councillor Sloan didn't make a
play for her pistol.
In other Council moments,
Sheila Fougere lost her bid for Deputy
Mayor. Councillor Harry McInroy
won the honour by secret ballot. Congratulations.

Norway, owned by Norwegian Cruise Line,
long kept a secret: It illegally dumped
oily waste into the ocean, and the crew
filed false records to mislead the Coast
Guard. Three months ago, after the cruise
line's new owner cooperated with the US
Justice Department, Norwegian pleaded
guilty to one felony and paid a $1 million
fine for falsifying records.
Now, some of the US federal
agents who investigated the case say the
company's pollution went on for much longer
and was much worse than the relatively
light fine suggests.

Verhagen Enterprises Limited has been
charged under the Environment Act with
the unauthorized storage of pyritic slate
at a site at Downsview Mall in Lower Sackville.
The violation was discovered
during the course of an ongoing investigation
into an incident on July 12 that eventually
led to the loss of about 4,000 fish in
the Little Sackville River.
The company was charged
for violating Section 9(2) of the Sulphide
Bearing Material Disposal Regulations.
A court date has not yet been set.
The incident at the Little
Sackville River is still under investigation
by the Department of Environment and Labour,
Environment Canada and the Public Prosecution
Service to determine whether additional
charges will be laid. |

approved snow/ice maintenance budget for
2002/2003 is $8,032, 967.
Each time there is a
major snow event (ice and/or snow storm),
the total cost is about $500,000 per storm.
Last season (2001/2002),
the approved snow/ice budget was $8,005,136.
By the time the winter was finally over,
the actual amount spent was $11,251,156.
HRM used more than 42,000 tonnes of salt
that season, at a cost of $2.3 million.
Because of the very unpredictable
and unusual winter season in 2000/2001,
HRM was required to spend more than $5
million above what had been budgeted for
snow/ice control. |

WHILE SAVING LIVES |
Opposition
Leader Darrell Dexter called on Premier
John Hamm during question period today
to stop billing firefighters for ambulance
transport from fire scenes to hospitals.
"Local firefighters
in this province give of their time, and
risk their own safety, to save the lives
and property of others while the rest
of us go about our daily routine,"
says Dexter. "To force them to pay
for an ambulance if they are injured in
the line of duty is a wrong-headed policy
that needs to be changed."
Dexter said that the
government cannot justify the practice
by saying that firefighters are often
covered by insurance. He questioned why
they should face higher insurance premiums
as a result of the government policy.
"Firefighters are
often the first responders to an accident
scene. They work co-operatively with ambulance
crews to save lives. Why, then, if they
themselves need medical assistance, does
this government force them to pay?"
Dexter noted that even
Emergency Medical Care, the company who
deliver Emergency Medical Services on
contract with the Department of Health,
recognize that this policy is wrong because
in some cases they reimburse fire departments
after-the-fact.
A resolution on the topic,
sponsored by the Cape Breton Regional
Municipality, was passed at the Union
of Nova Scotia Municipalities conference
last night. |

Urges Special Day of Respect for Veteran's
Project |
| Dartmouth
Councillor wants June 6th next year to
be declared a special national holiday,
commemorating the opening of the Juno
Beach Centre at Courseulles-sur-Mer in
Normandy, France.
Councillor Brian Warshick
(District 6-Westphal/Waverley) is urging
the Government of Nova Scotia and the
Union of Nova Scotia Municipalities to
request to the Government Government of
Canada to declare June 6, 2003 a National
Holiday commemorating the opening of this
historic site.
A resolution to that
effect will be put on the floor at the
annual meeting of the Union of Nova Scotia
Municipalities (UNSM) annual conference
in Halifax tomorrow. Councillor Warshick
is also sending a letter to Prime Minister
Jean Chretien to have him personally intervene
in the request. He is also seeking support
from the Federation of Canadian Municipalities
(FCM).
Councillor Warshick said "It's a
sad commentary on Canadians when we know
more about the Vietnam War that we do
of Vimy Ridge. Our children learn more
about Juneau, Alaska, than they do about
Juno Beach."
The Juno Beach Centre
project was developed by a group of World
War II veterans who participated in the
D-Day landings on June 6,1944 and the
subsequent battles in Normandy and throughout
Western Europe.
The Centre at Courseulles-sur-Mer in Normandy
will recognize Canada's military and civilian
contributions during the World War ll.
Minister of Canadian Heritage Sheila Copps
has designated the Juno Beach landing
site to be a site of National Historic
Significance to Canada

health care than any other province. The
Hamm Government spends less then $1,900
per person.
NFLD Manitoba and BC exceeded

told. The grown children of an 80-year-old
woman suffering from Alzheimer’s
disease have been told by the Department
of Health she will not be placed in a

Urges More Funding for Shubie Provincial
Park |
A Dartmouth
Councillor said the Hamm government should
not develop a new provincial park on McNabs
and Lawlor islands at the expense of more
historic, well-frequented parks in the
Halifax Regional Municipality.
While welcoming the announcement
that the two islands in Halifax harbour
have been designated provincial parkland,
Councillor Brian Warshick said it is ironic
that the government would trumpet the
move when the second busiest provincial
park in HRM-- Shubie Park* has had its
funding reduced from over $150,000 annually
to less than $38,000 a year.
The Councillor said "The
Premier (John Hamm) said the islands have
an interesting history. Perhaps he, Tourism
Minister Rodney MacDonald and Natural
Resources Minister Tim Olive should tour
the 150-year-old locks system in Shubie
Park, which at one time stretched from
one side of this province to the other.
An engineering marvel for that time in
our history that seems to be forgotten
in provincial funding these days."

Tory backbencher Frank Chipman has blocked
the release of a letter he wrote to Premier
John Hamm that outlined his concerns about
health care in the Annapolis Valley, saying
his views on health are “personal.”

Deputy Mayor Trinacty reviewed the letter
from the Municipality of Annapolis County
to the Minister of Health regarding the
proposed health funding cuts in the Annapolis
Valley, as well as an invitation from
Frank Chipman, MLA of Annapolis
to a meeting on February 14th regarding
the same issue.
It was agreed that the Town needed to
express its concerns regarding the proposed
cuts, and to take a strong stand with
the provincial elected officials by urging
them to consider the consequences of such
drastic cuts. A strongly worded letter
will be sent to Dave Logie of the Valley
District Health Authority, copied to the
local MLA's expressing the Town's views.
Deputy Mayor Trinacty will attend
the meeting with Mr. Chipman.
It was also noted that clear communication
should be maintained with the Western
Kings Memorial Health Centre regarding
meetings and any letter writing campaign.

10 unit building at 62 Jackson Road, Dartmouth.
The initial call came in at 4 a.m. and
the blaze was under control at 4:30 a.m.
Officials report that
one person was taken to hospital ( not
life threatening injuries) and 20 others
were evacuated from the building and taken
to shelter by the Red Cross.
Fire officials say the
fire was contained to one apartment. There
was extensive damage to one bedroom and
fire/smoke damage to the rest of the apartment.
Also, there was some smoke and water damage
to other parts of the building.
Officials say occupants
of the building should be able to return
to their apartments by the end of the
day.
Investigators are on
the scene investigating the cause. |

in an effort to help raise money for an
environmental charity. Svend's nude body
had sea shells placed over it, covering
vital parts. For a donation of $50, you
could have a shell removed, revealing
a piece of flesh. The campaign has ended,
but the site continued to serve the "HUNKS"
pages online. That is, until today, when

& Teachers reach tentative agreement,
Strike Highly Unlikely |
There
is a tentative agreement between the province
and its 10-thousand teachers. The Minister
of Education and the Nova Scotia Teachers
Union have agreed on all items except
salary and duration of the contract. The
two parties have tentatively agreed to
resolve these items through binding arbitration.
The tentative agreement and the referral
to proceed to binding arbitration must
be ratified by the N-S-T-U's members.

Peter Kelly Proposes Code of Ethics and
Conduct |
Mayor Peter Kelly
announced today that he will soon recommend
the appointment of an independent third
party to develop a Code of Ethics and
Conduct for members of Halifax Regional
Council and Senior Management of HRM.
Mayor Kelly said he will
be contacting a number of prominent individuals
(e.g retired members of the judiciary)
in the community during the next number
of days regarding the task.
The Mayor will formally
ask Council to endorse the appointment
of the independent third party, who will
work with Councillors and Senior staff
in formulating the Code of Ethics and
Conduct.
"I believe there
is an expectation today on the part of
the public that there be clear and definite
guidelines regarding the conduct of their
elected officials. Other levels of government
have established similar Codes, and I
believe that HRM, as the largest municipality
in the Province, should be taking the
lead at the local government level,"

Steele issued the challenge in response

component of his plan to revitalize and

Nova Scotia. Citizen Centred Democracy,
the Liberal plan for democratic reform,

Key
commitments in the plan include fixed-term
elections, increased free votes in the
legislature, citizen initiated referenda
and the convening of citizen summits.

Opposition
Leader Darrell Dexter announced today
that over 5000 Nova Scotians have signed
the NDP petition asking Premier Hamm to
end the unfair practice of requiring nursing
home residents to pay for their own healthcare
and that the petition would continue until
the Legislature opens in three weeks.
The NDP has circulated the petition around
the province since September 23rd. The
original cut-off day for returning the
petitions to the NDP offices was October
11th. That deadline has now been extended
to October 31st.

is open. Today on the Hotline show, host
Rick Howe opened a special phone line
for the smoking five to call in and confess
their sin. The invitation went out to
five HRM Councillors who reportedly broke
the HRM smoking bylaw that prohibits smoking
in public places. The HRM also has a policy
that bans smoking in every city office
and all HRM owned vehicles. The alleged
infraction(s) occurred at HRM City Hall
offices on the 4th floor, according to
a report in the Saturday issue of the
Daily News. Howe's confession booth caught
the attention of one misguided lamb, Councillor
Jerry Blumenthal made a public apology
for his misdeed and promised never to
light up in City Hall again. The phone
line remains open for the remaining four
to confess, or defend their actions.

Education Critic Bill Estabrooks (Timberlea-Prospect)
is calling Learning for Life: Planning for
Student Success * released today by Education
Minister Jane Purves * nothing more than
a "Tory Education Blue Book."
"This
government has had three full years to
demonstrate their commitment to Education
issues, and so far this Minister has acted
like she's been on sabbatical leave,"
said Estabrooks. "The Hamm government's
legacy to date on Education issues has
been one of cuts to essential support
services, school closures, increasing
students' debt burden and forcing students
to attend classes in 'sick schools'."
The
campaign-style blue book was released
today at a news conference in Halifax.
The blue book promises more funding for
construction and renovation of public
schools, and reiterates commitments recently-made
on class size and additional staff resources.
Estabrooks noted that almost none of the
financial commitments take effect until
2003 at the earliest * after an expected
election call next Spring * and some will
not take effect for much longer.
"We
know that many parents, students and teachers
take a cynical view of this government's
total lack of attention to such fundamental
Educational issues until an election draws
near," said Estabrooks. "The
timing of the release of this document
* and the implementation time frame *
will clearly fuel even more cynicism among
the public. It also flies in the face
of this government's statements about
its willingness to work towards a settlement
with teachers, many of whom are sure to
find some of these proposals inflammatory
and unacceptable."
Estabrooks
said that many of the issues raised in
this blue book are wrong-headed, such
as the idea of a two-tier diploma program
for secondary students and the implementation
of more standards testing.
"In
the three years since this government's
been in power, children have moved through
primary school, and by the time they implemented
many of these programs, those same children
would be in junior high school,"
added Estabrooks. "To me, the real
shame here is that this Minister and her
government don't feel there's any problem
with allowing these issues to go unaddressed
for six or more years * and those are
years these children will never get back."

Like
the NDP, Jack opposes the privatization
of health care, and believes
the federal Liberals have been negligent
in their enforcement of the Canada
Health Act. Instead of amending the Act
to prevent public money going to
private hospitals, such as those in Alberta,
the Liberals let those private
hospitals open. Jack believes it is time
we protected public Medicare in
Canada and strongly supports stopping public
money
going to private, for-profit hospitals.
Jack
believes that private MRI clinics are
not the answer, and would
increase federal funding for health care
to ensure that vital diagnostic
services are offered in the public sector.
Jack would also vigorously fight
for the Canada Health Act to be strictly
enforced, so as to prevent the
queue-jumping we see in many provinces
around MRI clinics or access to
operating rooms. Jack opposes Halifax's
private MRI clinic, and believes
the federal government must take action
now to prevent the creeping
privatization of our health care system.
Jack
also believes we need fundamental health
care reform. Currently,
chronic care patients are in expensive
hospitals, not cared for by a
national home care program in their community.
Canada spends more on drugs
than doctors - more than 30% above the
OECD average - yet has no national
Pharmacare plan, and no plan for the national
bulk-buying of drugs.
Australia has such a plan, and spends
30% less than the OECD average on drugs.
Jack
knows we need more preventative care,
and supports round-the-clock
clinics in our communities, where seniors
can receive nutritional advice,
women can receive pre- and post-natal
health care and we can take proactive
measures on reducing HIV infection through
IV drug use or unsafe sex. These
clinics can also take the strain off our
emergency rooms by treating many
cases with nurse practitioners.
Jack
knows that more money is only part of
the answer for our health care
system - it takes real reform as well,
on home care, prescription drugs,
community clinics and a firm stand against
privatization.

Plans Low-Key Ceremony for September 11th |
| Halifax
Regional Municipality will pay special recognition
to the 18 emergency shelters that provided
food and accommodation last September 11th
to the more than 8,000 passengers/crews
on flights diverted to Halifax last year
as a result of the terrorist attacks on
the United States. Mayor
Peter Kelly and Members of Halifax Regional
Council have scheduled a low-key event
to be held in Halifax Hall, City Hall,
this coming Wednesday (September 11th),
beginning at 3 p.m.
Commemorative
plaques will be presented to representatives
of the emergency shelters,
who were able to accommodate the stranded
travellers from September 11th to September
15th last year.
In
addition, flags at all HRM buildings and
facilities will be lowered to half-mast
at 9:46 a.m. on Wednesday, September 11th
and remain so until sunset that day.

MLA WAYNE GAUDET TO RE-OFFER |
MLA
for Clare Wayne Gaudet will announce
this afternoon his intention to
re-offer in the next provincial
election.
Gaudet,
who served as Interim Liberal Leader
from July of 2000 until April of
this year, was first elected in
the provincial election of 1993.

"My
decision to re-offer is based on two parts:
I am more confident than ever with the
role of MLA," said Gaudet. "The
experience I have acquired over the years
allows me to be a strong provincial representative
for our constituency. It is a pleasure
to serve the good people of Clare, and
that is chiefly why I have decided to
re-offer for the next provincial general
election."
Gaudet
added, "In addition, Nova Scotians
deserve better government than the present
Tory administration, and they will get
that better government from the Liberal
party."
Before
entering politics, Gaudet was a teacher
and administrator, including serving as
Principal of Clare Junior High. While
in government, Gaudet served in several
cabinet portfolios, including Minister
of Education. He also served as Speaker
of the Nova Scotia Legislature.
Gaudet
is scheduled to make the announcement
at his annual fall barbeque.

to Sell Nova Scotia Resources Limited Shares |
The
Nova Scotia government will end its involvement
with Nova
Scotia Resources Limited (NSRL) by selling
its remaining
interests for $4 million.
Finance
Minister Neil LeBlanc confirmed today,
Sept. 6, that the
province has entered into a purchase and
sale agreement with
Endless Energy Corporation of Alberta
for the outstanding shares
of NSRL. Endless Energy has also agreed
to assume responsibility
for the province's $17.5-million guarantee
with the Canada-Nova
Scotia Offshore Petroleum Board, for a
total consideration of
$21.5 million.
This
sale will release the province from any
liability of NSRL
and its subsidiaries.
"This
is the final wrap-up of NSRL," said
Mr. LeBlanc. "The
government and taxpayers of Nova Scotia
will finally and
completely be out of the oil and gas exploration
business."
The
proceeds from the liquidation of NSRL
and its assets exceeds
$400 million, which will be applied to
the province's debt. The
transaction is expected to be completed
this fall.

Geoff
Regan, M.P. for Halifax West, said today
the only
thing that stinks more than the Premier's
decision to neglect the people of
Halifax on his infrastructure list, is the
harbour itself. "Premier
Hamm and Mayor Kelly are still, after
several days, not singing
from the same song sheet on this very
important issue," Regan said.
Last
week it was revealed that the Premier
had sent a letter to then
Infrastructure Minister John Manley identifying
Nova Scotia priorities from
the Strategic Infrastructure Fund (SIF)
- a list that did not include
cleaning up Halifax Harbour. The Premier
has said he wants the Harbour
Solutions Project to be funded by some
other federal program.
"I
don't know what program the Premier thinks
exists in Ottawa that could
fund the harbour cleanup, but I wish he
would share it with the people of
Halifax," Regan said.
"And
if the Premier thinks his letter caused
a stink, clearly he should
spend more time around the harbour,"
Regan added.

says Liberal Leader Danny Graham.
"On
August 12, the premier told reporters
that the harbour clean-up was on his priority
list for federal infrastructure funding,
and made no distinction between its priority
and that of road work," said Graham.
"However at that time he had already
sent his list to Ottawa and it did not
include the harbour clean-up as one of
his priorities."

Residents Face Huge Water Rate Increase
of 40 per cent |
| The
Hamm government's failure to adequately
cost-share on the Harbour Solutions Project
could mean drastic increases in water bills
for the residents of the Halifax Regional
Municipality, Mayor Peter Kelly said today.
Mayor
Kelly said municipal water users could
be facing about a 40 per cent increase
in the waste water portion of their water
bills.
In
addition, the timing of the construction
phases of the Project may have to be set
back and that means the dumping of approximately
180 million litres of raw sewage and other
waste water into the Halifax harbour will
continue for a much longer period than
now planned.
Mayor
Kelly said he was surprised to learn yesterday
that the Premier John Hamm had advised
the Federal government that highway construction--
not harbour clean-up-- was its priority
for cost-sharing under the Canadian Strategic
Infrastructure Fund (CSIF.)

stating he had, is a clear betrayal to
the residents of HRM, says Liberal Leader
Danny Graham.
"The
premier stated that the Halifax Harbour
clean-up was on his priority list,"
said Graham. "However it is obvious
today that the premier betrayed and misled
the people of HRM. What we are seeing
is the worst of old-style politics."
A
letter obtained by the Liberal Caucus
written by Hamm to federal Industry Minister
John Manley on July 31 indicates the Halifax
Harbour clean-up was not on the premier's
wish list of projects under the Strategic
Infrastructure Fund. However on August
12, in response to Danny Graham's call
to make the list public, Hamm told reporters
that the clean-up was on his list.

DRIVERS BEWARE |
Police across Nova Scotia
will be stepping up enforcement activities
for this last long weekend of summer,
with a view to keeping drunk drivers off
our roads.The R-C-M-P stopped 33-hundred
drivers in 43 locations around on the
province on August 16th and 17th. Seventeen
people were charged with either impaired
driving or refusal to submit to a breathalyser
test. Operation Impaired Drivers is designed
to bring greater education and enforcement
to the streets.

Chebucto head in Halifax a fishing party
caught what they believe is a record Shark.The
group is in the process of contacting
the IGFA to inform them of their 13-foot
Maco Shark catch. Kurt Jacobs, one of
the participants says the group didn't
expect to catch a Maco, they were attempting
to catch Blue Sharks. Jacobs also added
the Maco put up a spectacular fight, jumping
20 feet out of the water. Halifax Live
is currently in the process of obtaining
photos of the Maco.

Although
many would say the only real solution
facing Nova Scotia and for that matter
Canada in regards to “public”
health care is the complete abolition
of the existing system, perhaps a few
steps can be discussed to at least move
the debate in a rational direction.
The issue is not “publicly”
financed; the issue is why should mob
rule deny you the most basic and fundamental
human right of having the freedom to choose?
A local “co-op” health system
financed by its “caring” members
can co-exist next to a privately financed
system based on individual choice. We
have for example in a small village like
Cheticamp a co-op grocery store and the
Superstore chain IGA. They both offer
similar products/services/goods but one
is intended for its “members”
while the other is open to whoever wishes
to use it.

to the recent mail out of final property
tax billings for this fiscal year, the HRM
Corporate Call Centre is experiencing a
large influx of incoming calls from the
public. (More
than 89,000 tax bills have been mailed
directly to HRM property owners, while
another 50,000 were sent to mortgage companies
and other financial institutions.)
Residents
seeking further information about their
tax billings are urged to be patient when
contacting the Corporate Call Centre and,
if possible, to call during off-peak times.
The heaviest influx of calls is occurring
between 10 a.m. and noon.
Also,
HRM is working with its service provider,
Aliant, to overcome certain equipment
and technical problems at the Call Centre
and in the telecommunications system.
HRM
thanks its residents for their cooperation
and apologizes for any inconvenience.

team has closed one-lane of westbound
traffic and motorists are urged to choose

break is not expected to be repaired until
late evening.

but alas, it's on hold.

CHUM, and the big city sports radio failure
to attract listeners in T.O. Will the
HotLine return on CJCH Team Radio and
fill local content time? Or will it be
cancelled, in favour of a local sports
talk show.

closed to the public due to water quality
problems, effective immediately.
Lake
water testing is being conducted by the
Nova Scotia Department of the Environment.

to get new Community Policing Office |
Members of the media and
the public are invited to attend the official
opening of the new Community Policing
Office at the Lawrencetown Fire Hall tomorrow
( Saturday, August 17, 2002) at 11:30
a.m.
The new office is part of an ongoing
effort by the Halifax Regional Municipality
to improve policing services in rural
areas.
District 3 Councillor Keith Colwell extended
his personal thanks to the RCMP for making
the establishment of the new community
policing office possible.
Councillor Colwell said " I am looking
forward to working with the RCMP to improve
the Community Office service. I encourage
residents to drop in and speak to the
RCMP officers and to bring local concerns
to their attention."

Provincial Park has private operator |
| Wentworth
Provincial Park is now open. Natural Resources
Minister Tim Olive made the announcement
today (August 15th). It will be privately
operated until October 14th.
The park is located on Highway four in
Cumberland County. Wentworth was previously
operated by Hostelling International --
Nova Scotia.
The Department of Natural Resources will
put out a call for proposals in the fall
for groups interested in operating and
maintaining the camping park.
For camping reservations or more information,

ON HAMM'S PRIORITY LIST FOR INFRASTRUCTURE

Leader Danny Graham is questioning Premier
Hamm's commitment to the Halifax Harbour
Clean-up, and wants to know if the premier
is lobbying for the federal government's
assistance. "The
federal government is about to spend $2
billion of infrastructure funding on projects
like the Halifax Harbour clean-up, but
the premier has been coy about whether
or not this is a provincial priority,"
said Graham. "Nova Scotians have
a right to know where their government
wants federal infrastructure funds to
be invested."
The
Strategic Infrastructure Fund was created
in the last federal budget. It set aside
$2 billion aimed at larger projects and
investments than could be covered under
previous infrastructure funds. Projects
under the fund are partnered with the
federal, provincial and municipal governments.
"There
is a clear interest from the federal government
in making the Halifax Harbour clean-up
a priority under the Strategic Infrastructure
Fund but the province's interest in accessing
these funds for this purpose has yet to
be heard," said Graham. "Does
the Premier support the Halifax Harbour
clean-up, and if he does, then where does
it sit on his priority list for this fund?" |
McDONOUGH
TO CHRÉTIEN: STEP UP TO PLATE AND
HELP PREVENT WAR

OTTAWA
- NDP Leader Alexa McDonough is calling
on the Prime Minister to take
advantage of Canada's unique and historic
relationship with the United
States by becoming diplomatic intermediary
in a bid to bridge the seemingly
insurmountable schism between Iraq and
the United States.
"A military attack on Iraq by the
United States would be a violation of
international law and a massive human
tragedy. Canada is well-situated to
play a constructive diplomatic role and
save lives," said Ms McDonough.
Five
thousand Iraqi citizens are already being
starved to death every month
due to a decade of misguided international
economic sanctions. The
Diplomatic avenue must now be pursued
relentlessly by Canada to prevent the
possibility of an even greater human tragedy
from occurring.
Under
her proposal, Canada would serve as diplomatic
liaison with Iraq to
bring about the resumption of UN-led weapons
inspections in that country.
Canada would then be in a position to
act as a neutral observer of the
activities of the UN weapons inspection
team.
In a letter sent to the Prime Minister
last week, Ms McDonough called on the
Canadian government to "join our
mutual allies, indeed take the lead, in
convincing the US that such aggressive
military action would not be in its
best interests, leading to further instability
in that region..." |
